Can I have congestive heart failure at 23 if my blood pressure is normal and my lungs are clear as per an xray?

I am a 23 year old male. I have smoked hooka and cigarettes in the past although i havent smoked those in over a year. I was a daily user of marijuana until a week ago and i drank 5-6 drinks 3/4 times per week for a couple years, with some breaks in between where i didnt drink so often. I have now quit drinking as well. Anyway, I recently have been feeling short of breath. I have also had abdominal pains, a bloating feeling, feeling full quicker than normal, urinating less than i used to... Around january time i felt spams in my right lower abdomen and ignored them and they went away when i began eating healthier. while i dont feel spasms anymore there is a cramping like pain in my lower right abdomen, and my upper right abdomen right by the sternum/ribcage area is tender to the touch. When I try to take a deep breath i feel as if I dont have enough room to expand my lungs, especially on the right side. The left side of my neck feels slightly numb and my pulse is weaker on that side. I have had horrible allergies since moving to missouri in august and was treated for asthma until i was 18. I was an avid exerciser from february 2010 - august 2010 and when i moved i stopped exercising completely. I am now winded by climbing a couple flights of stairs at a moderate pace. I also have right flank pain on and off. In the past couple days i have developed a dry cough. Sometimes I will bring up mucus and it is what i think qualifies as "frothy". It is clear though. I have had a gallbladder ultrasound (all clear) and a chest x-ray (which was clear but i think they were looking at my lungs not my heart). I went to the ER on sunday night with what was diagnosed as a panic attack. I was short of breath and all the sudden my arms legs and lips started tingling like crazy. i had to fight to unclench my hands and thought i was having a heart attack. The doctor said my pulse was going crazy when i cam in but a couple hours later without treatment my heart rate returned to normal. my blood pressure is normal and my bloodwork at the hospital showed nothing abnormal (although im not sure what exactly they tested for). I have also recently noticed that my pulse feels weaker and my breath feels weaker when i lie down on my back and my left side. When my doctor asked me if my symptoms were worse when lying down i told her know bc i hadnt noticed it yet. I am deeply concerned that i have congestive heart failure. Is this possible or likely given my symptoms?
